| The New Occupation: How Preventive War is Wrecking the Military . Just over a year after the Sept. 11 terrorist attacks, the Bush administration published its new National Security Strategy (NSS), giving prominent place to unilateral, preventive wars -- followed by the dismantling of the leadership and governing structures in targeted countries. What this radical new doctrine failed to acknowledge, describe or discuss was our preparation for the consequences. Left unsaid is that we would bear the heavy new burdens of protracted occupation and state building on a massive scale after these preventive wars. | Targeting Small Arms. One million people have been killed by small arms since the last UN conference on the issue in 2001. While the death toll rises, governments have failed to take concerted action to combat the problem. In pursuit of the "war on terror", some arms producers now supply arms to allies with poor human rights records. It is time states took effective control of small arms from the factory door to the arms affected community.
