Evidence to date on the working and effectiveness of ALMPs in New Zealand . Active Labour Market Policies (ALMPs) are intervention programmes and policies that actively assist people into employment. This research summarises the evidence from New Zealand employment programme evaluations to answer the following questions: which programmes work for whom; which groups of people benefit from which approach; how cost-effective are the programmes; and why use certain approaches with certain people under certain circumstances. This paper also reviews the relevant international evidence on employment programmes, and identifies gaps in our knowledge. It therefore contributes to a better understanding of not only the employment programmes, but also the Employment Strategy.
