Submission to the Education and Skills Committee Inquiry into Testing and Assessment

NFER’s submission provides an overview of the roles and requirements of assessment and sets out the NFER’s view on these, also commenting on some current proposals for changes to the National Curriculum assessment system. NFER’s stance in relation to assessment is that there must be a clear statement of the intended purposes of the assessment system and that its processes and instruments should have an appropriate level of validity and reliability to provide sound evidence for those purposes. This implies that there should be a sound development process for instruments, and evaluative research to demonstrate that the judgements being reached on the basis of the system are soundly based.
