Private Finance, Public Services The Commission on Public Private Partnerships, conducted over the past two years by the Institute for Public Policy Research (IPPR), was set up ?to introduce greater clarity to partnership arrangements? between the public and private sectors and ?to produce a set of authoritative guidelines which will inform the use of partnership in the future?.
