Muslim World can learn from Rwanda’s Muslims’ - Mufti of Rwanda in visit to Kigali Memorial

A thousand Muslim students of the Islamic Association of Rwanda today walked from their schools across Kigali to lay wreaths on the graves of more than 250,000 genocide victims buried at KMC. Barnett formula is inequitable and could undermine the Union unless reformed says the UK’s leading think tank

The way the devolved institutions are financed in the UK is neither fair nor equitable, and is no longer appropriate for devolution, according to a report published today (Thursday) by ippr north. ippr north’s paper Fair Shares: Barnett and the politics of public expenditure argues that current disparities in funding across the UK is becoming an increasing source of tension between the four nations, especially between England and Scotland, and that unless addressed it could have implications for the union. Thirty years after its introduction, ippr north is calling for the Barnett formula – which is used to fund the devolved administrations in Scotland, Wales and Northern Ireland – to be replaced with a more transparent and equitable funding system.

This paper, co-authored with the US thinktank the Aspen Institute, sets out some of the early findings from the UK’s experience of CTFs and highlights the key challenges for other countries interested in implementing a similar scheme.

ippr calls for UK to lead a two year Europe-wide freeze on new coal-fired power stations

The UK should propose a Europe-wide freeze on coal investment for a minimum of two years in order to reach carbon emission targets, says a new report from the Institute for Public Policy Research (ippr) published today (Wednesday). The think tank says that the European Union’s goal of reducing emissions from the power sector and heavy industry by 21 per cent by 2020 through its emissions trading scheme is endangered by proposals for seven new coal plants in the UK, such as that at Kingsnorth in Kent, and up to 75 across Europe.
