Selected Major Terrorist Incidents Worldwide since the conclusion of Operation Enduring Freedom. Coverage includes incidents possibly related to Al Qaeda and involving five or more fatalities -- except those occurring in Iraq, Kashmir, Israel, the West Bank, and Russia. Although the excluded areas undoubtedly involve some incidents linked to Al Qaeda, these are excluded because Al Qaeda?s overall role in these areas is probably not a major factor in the current level of activity. Just over a year after the Sept. 11 terrorist attacks, the Bush administration published its new National Security Strategy (NSS), giving prominent place to unilateral, preventive wars -- followed by the dismantling of the leadership and governing structures in targeted countries. What this radical new doctrine failed to acknowledge, describe or discuss was our preparation for the consequences. Targeting Small Arms. One million people have been killed by small arms since the last UN conference on the issue in 2001. While the death toll rises, governments have failed to take concerted action to combat the problem. In pursuit of the "war on terror", some arms producers now supply arms to allies with poor human rights records. It is time states took effective control of small arms from the factory door to the arms affected community. They should back the call for the Arms Trade Treaty and fulfil their duty to protect their citizens.

What are the implications for stability in Iraq, the war on terrorism, and the "new warfare"? The report estimates the total number of Iraqis killed in the 2003 war, based on hospital and burial reports, combat statistics, and battlefield testimony from both sides. Uniquely, the report distinguishes noncombatant and combatant civilians. And it compares the experience of Operations Iraqi Freedom and Desert Storm. With two appendices: Appendix 1.
