When Debt Becomes a Problem: A Literature Study This literature study gathers and synthesises information on household debt problems from national and international literature. Its aim was to: review the literature so as to provide definitions of key terms, estimate (for the first time) the size and scale of debt problems in New Zealand, discuss possible reasons why some people fall into debt problems, assess the likely impact this has on individuals and families, outline possible avenues for tackling debt problems, and suggest where there are information gaps. This review of New Zealand and international literature was undertaken as part of the Training Incentive Allowance (TIA) policy review. The TIA programme has many of the features identified in the literature as success factors for policy interventions designed to overcome barriers to participation in education, training and employment (particularly for sole parents and people with disabilities). The TIA can: ? help people overcome identified financial barriers ? allow for flexible participation in a wide range of training and education ? facilitate access to flexible high-quality childc
