The New Deal isn?t working, research shows, because it puts too much emphasis on often irrelevant training programmes, and too little on the provision of work experience: only work teaches job-seekers the qualities ? reliability, punctuality, responsibility ? that employers want. The solution is to replace the New Deal with workfare, as pioneered, with dramatic success, in Wisconsin. In Wisconsin job-seekers are required to work in exchange for benefits, training complements work rather than replacing it, and private-sector employment agencies take over from failing social security offices.
