Environment versus equity: the case of transport. The carbon emissions, pollution and congestion caused by increased car ownership and usage are serious environmental problems. In recognition of these social and environmental costs the UK government has been introducing policies to manage the increase in car use - including steep increases in petrol taxes. According to Karen Lucas, Tim Grosvenor and Roona Simpson these can exacerbate the problems faced by many socially excluded communities.
