Two Speed Europe

Two Speed Europe. Key thinkers on the French left, Jean-Noël Jeanneney, Pascal Lamy, Henri Nallet and Dominique Strauss-Kahn, argue in Europe: pour aller plus loin for a new inner union between France and Germany. This union would involve a permanent secretariat, joint meetings of the French and German cabinets and joint meetings of the Bundestag and the Assemblée Nationale. However, Charles Grant argues that the dynamics of the EU have changed and that other members of the Union wouldn't permit such an arrangement - forcing France and Germany to pursue such a union outside EU structures. France, Germany and a Hard Core Europe is published by the Centre for European Reform.
