The resource boom of the past decade has widened economic and fiscal disparities in Canada between resource-rich provinces and the rest of the federation. Canada’s tax and transfer systems are ill equipped to respond to these challenges. New thinking and stronger policy responses are needed, particularly regarding the treatment of resource rents and the role of fiscal federalism.
