Cities. Most constitutional governance structures were designed for a past age: before the growth of cities. This is particularly true of Canada - one of the most urbanized countries in the world. In this paper Alan Broadbent discusses what the federal government can do within the existing structures to enhance the powers and responsibilities of Canadian cities. "The Place of Cities in Canada: Inside the Constitutional Box and Out" is published by the Caledon Institute of Social Policy.
