Defence Readiness. ames L. George considers the notion of "tiered readiness" - that not all armed forces need be ready to deploy and perform at full strength at all times. Keeping armies at full strength and full readiness is expensive. This paper argues that with the nature of threats to the US changing so should the concept of readiness - with Navy and Marine Corp units on higher states of alert than the standing army, mothballing some other units and making more use made of the reserves.

Ousting Foreign Strongmen. Are there lessons the West can learn from Milosevic's downfall? The US and others funnelled aid to the Serbian opposition and civic groups in a well designed foreign policy program. However, Thomas Carothers of the Carnegie Endowment for International Peace warns that the policy may not be easily transferable. Other possible targets, such as Zimbabwe, Belarus and Iraq, lack the vibrant civic society and the previous experience of the rule of law which existed in Serbia.
