Eco-Labelling and the World Trade Organization. Potentially incompatible with WTO rules ecological labels are nonetheless a very useful, market-based policy instrument. This paper argues that there is no need to amend WTO rules to encompass eco-labels - arguing instead for more international co-ordination of standards used in eco-labelling programmes. Why Invest in Biotechnology, and How? Britain and Germany Compared " Germany and the UK have the most highly developed biotechnology structures in Europe, as well as distinctive policy structures. This paper considers those policy structures in the two countries in terms of basic expenditure on research and development and examines policies to stimulate private sector involvement, commercialisation and clustering.
