PCMB project and study visit report
It highlights the key features of this community-driven neighbourhood improvement programme and also the key learning points and reflections from the study visit, which was attended by participants from 13 different countries.
The Community Programme for Neighbourhood Improvement (PCMB) was established in 2007 by the Social Development Secretariat (SDS) of the Federal District government of Mexico City. It uses a participatory approach to improving public spaces in informal settlements and low-income neighbourhoods, particularly those with high levels of social conflict, marginalisation and/or urban decay. Projects developed through the programme include illumination and paving of streets, provision of recreational, community and sports facilities, rain collection and drainage systems and small parks.

This combination of capabilities is unique and has allowed the United States to decimate the leadership of al-Qaeda in Afghanistan and disrupt the activities of many other militant groups.

Human Rights Committee Calls Out Peru for Highly Restrictive Abortion Law
The UN Human Rights Committee recently criticized Peru for a wide range of reproductive rights violations, including highly restrictive abortion legislation and a high rate of maternal mortality.During its 107th session in March 2013, the Human Rights Committee reviewed Peru's compliance with the International Covenant on Civil and Political Rights and issued Concluding Observations to the government of Peru on a series of repeated violations of women's reproductive rights. Prior to the session, the Center and the International Commission of Jurists submitted a joint shadow letter to the Committee that called on Peru to establish a national protocol for therapeutic abortion, make exceptions for rape and forced artificial insemination in the abortion law, and provide individual reparations to K.L. as ordered in the Human Rights Committee's 2005 K.L. v. Peru decision.

Vocational education in English schools: Protecting options for pre-16 pupils

This report assesses the effects of league table-based school accountability on the provision of high-quality vocational education in England for the 14–16 age-group, which threaten to narrow down the options available to this age-group.A recent change to the way school performance is measured means that most vocational qualifications will no longer count towards a school’s league table score. The effect of this is likely to be a rapid decline in the provision of vocational education for the 14–16 age-group, which serves to demonstrate the sensitivity of vocational education provision to small changes in the accountability framework for schools.
