Foreign Policy Making" Jonathon Moses and Torbjørn Knutsen argue that globalization has made traditional foreign ministries and State departments obsolete: issues now cut across domestic-international boundaries. In "Globalization and the Reorganization of Foreign Affairs' Ministries" they argue for a smaller co-ordinating Bureau of Foreign Affairs and the devolution of responsibilities to existing sectoral government departments.
