When Debt Becomes a Problem: A Literature Study This literature study gathers and synthesises information on household debt problems from national and international literature. Its aim was to: review the literature so as to provide definitions of key terms, estimate (for the first time) the size and scale of debt problems in New Zealand, discuss possible reasons why some people fall into debt problems, assess the likely impact this has on individuals and families, outline possible avenues for tackling debt problems, and suggest where there are information gaps. This review of New Zealand and international literature was undertaken as part of the Training Incentive Allowance (TIA) policy review. The TIA programme has many of the features identified in the literature as success factors for policy interventions designed to overcome barriers to participation in education, training and employment (particularly for sole parents and people with disabilities). The TIA can: ? help people overcome identified financial barriers ? allow for flexible participation in a wide range of training and education ? facilitate access to flexible high-quality childc

Welfare and Poverty: Family Matters Print E-mail

Image

Welfare and Poverty: Family Matters It has been twenty-five years since Charles Murray first pointed out what is easily the greatest counter-intuition of social policy in the twentieth century: the expansion of welfare entitlements as part of the "war on poverty" has actually increased the economic vulnerability of those it was intended to help, namely single mothers and children. While this insight has been credited with sparking the revolutionary welfare reforms of the mid-1990s that brought poverty and dependency down to record lows, many of today's social reformers continue to misunderstand the relationship between family status, poverty and welfare. Measuring Poverty Print E-mail

Measuring Poverty. It is difficult to estimate poverty accurately because the concept of 'poverty' is not easy to define and even once it is defined it is not easy to measure in a way that is true to the definition. This paper surveys the methodological steps required to produce poverty estimates and highlights the limitations or assumptions associated with each step. "An Introduction to Poverty Measurement Issues" by Harry Greenwell, Rachel Lloyd and Ann Harding is published by the NATSEM.

Incomes and Assets of Older People Print E-mail

Incomes and Assets of Older People .Between 1986 and 1997 the average wealth of older Australians almost doubled from $106,000 to $204,000. This was in sharp contrast to the fall in the average wealth holdings of Australians aged less than 45 years over the same period. The average picture for older Australians masked major differences among them, as the top 25 per cent of older Australians recorded the highest increases in both their income and their wealth. The growing differences in the resources available to older Australians raises many questions for policy makers, as they grapple with the issues associated with population ageing and how to finance the future health and care needs of the ageing baby boomers. "Trends in Incomes and Assets of Older Australians" by Ann Harding, Anthony King and Simon Kelly is published by the National Centre for Social and Economic Modelling.
