Regional Assemblies in England. The UK government is considering introducing regional government in England - partly to finish the programme of constitutional reform it commenced when it devolved power to Scotland, Wales and Northern Ireland. Paul McQuail and Mark Sandford of the Constitution Unit present several models of how regional assemblies might operate - ranging from a strictly strategic advisory role to a fully functioning executive body.
