Chemical Weapons Convention. It is four years since the Chemical Weapons Convention came into force. This report examines the strengths and weaknesses of the current chemical disarmament regime. Severe weaknesses in that regime are undermining efforts to identify and destroy stockpiles of chemical weapons. The Organization for the Prohibition of Chemical Weapons (the treaty enforcing body) faces a large budgetary shortfall, several states such as Israel and North Korea have refused to sign the treaty, and signatories have sometimes failed to comply with the CWC.
